As for technical problems…WinRAR can be somewhat tricky at times. I tried downloading it here for myself to see if the file had somehow been currupted from the source. It worked fine for me, though, so unless you have a very slow internet connection, I would advice you to delete the old file, possibly get the newest edition of WinRAR (trial version is available from their site for free, and hardly anyone need more than the trial version), and then download the file from here and try again. ^_^
As for the balance of life and translations…well, this is what I’ve put out over three years. I’m not really slow at translating, I’m just slow at getting around to it.

After several failures to unpack the file with Winrar I decided to reinstall it as you suggested

I wouldn’t really suggest Winrar. its stupid anyways. i would go for 7zip. it can unrar as well without a dumb trial box that pops up ever-time you start winrar. Its what i use to package and unpackage is 7zip.
